Because a licensing deal doesn't give you an exit strategy to realise the value of your 16,000,000 shares. Can you envision DR T resigning then selling over $300,000,000 shares on market. Whilst RAC would be a royalty collecting shell company as it has no other assets or products in the pipeline.
