Taking it to 20 nm is to definitely prove the tech is scalable, just as PL4 has proven the speeds and endurance that are attainable with the tech. If you get it from 60 nm to 20 nm in single development step (or two if you count PL5 as a development step) then it's probably fair to assume the tech will scale beyond that and you can do that whilst churning out a marketable product at 20 nm. How long did it take DRAM to go from 60 nm to 20 nm? A lot longer than a year.
