provide annonimty i'm guessing. the client(s) will likely be cannacords. it will sit on canncords books and create arms length ownership. But as you say, it has the vibe of being a negotiated outcome rather than a failed CR....especially given the CR was designed to fail with all the constraints.
A minister, a family trust of Gina, the director of EPA, a chinese firm, could be anyone.... but thats kinda the point.... someone is wetting their beak quietly.
