People of a region have the right to self determination and governance based on that Kosovo precedent, I'd argue that a referendum can only occur when there is no combat line in the territory however.
Crimea was fair referendum, other Oblasts and Kosovo not so much - too many displaced persons when conflict occurs to have a meaningful outcome.
