The major fundamental difference was Nato was reacting to crimes against humanity perpetrated by Serbian forces against Kosovans. Nato's intervention was to prevent further war crimes.
Putin invented the propaganda in 2022 that Ukraine was attacking itself as a false pretext to intervene and begin his unjust and unprovoked war against Ukraine which he launched initially in 2014.
These two situations are not at all the same.
