re restrictions ... you can read up on this -> search google ... there are different potential reasons e.g. the broker might impose this based on their risk profile re the specific stock, it might be requested by the company itself, no available shares for lending to use for shorts, to protect certain fin. institutions/entities e.g. banks, their might be restrictions, etc. ... the ones i can think of immediately
