but the $1,500 cash will enable women to access safe accomodation, without necessarily using existing safe houses so easing the pressure on these services, and enable transport away from the perpetrator. The $3,000 debit card is only to be used for urgent necessary appliance purchases, so I think this is more dubious in value if theres no other home for women to move to, and may be more open to misused.
and you're right that secure accomodation, with access to services, is vitally important. plenty of complaints about this being missed. yet safe homes provided by service providers, along with electronic monitoring and emergency alarms connected to police are far more important imo. these places don't just offer support but also allow women to recover without the normal hurry up and questions wrt 'how long are you staying'. they also have links with emergency medical assessment (GPs) and legal advice.
