How about this for government control: I lived in a block of 18 flats with only 7 off street car spaces. Despite this, when I parked in the street the local government told me I had to move my car every 24 hours or they would tow it away! They actually had an inspector monitoring the position of my car and I had to make sure it was in a different position every day (even though they knew I often walked and used public tranport).
