certainly India acts in her own intersts
and certainly India has always been non alligned and has had a history of freindly relations and weapons dependance on russia
(this started when there was great animosity in the 50"s and 60"s between China and russia btw)

to some degree or other these things are changing and India has moved a little west
You don't need russ to maintain those tactical nukes either- India can do it themselves or ask the US - not technicaly diffiicult and not a problem
I hope you aren't imagining russia can control India by refusing to maintain their nukes ....not realistic
