There will be logical explanations for everything, including opportunistic changes that need to be dealt with. The French influence in contract negotiations can be quite underhanded even at best of times, and introduction of the new mining code threw us a curve balls. The junta are pushing hard for more cash, that government may otherwise overlook. Both sides will believe they are right as everyone still wants the mine to produce substantial benefits to the economy.
1. The changes of ownership to Gangfeng and LLL spinout- most likly FFX CGT event(s) that sent Morila into a sudo administration within weeks of the LLL spin out?
2. DSO production- possible mining code & import tax duty trigger, as new (unrefined) product was proposed to be exported from arpund Q2 23. Taxes since dropped after dso was scrapped Q4 23...
3. Stage 2 production increase proposal- new mining code then apllies?
If none of these changes occurred since permitting, it would be more far more straightforward and we wouldn't be locking heads.
Mali are rightfully doing what they think is best for their country and we should respect that these are the rules of engagement in a foreign and highly beuaucratic government, that is also sick of being ripped off by foreigner's.
imo the prolonged suspension is more likly to LLL seeking negotiated reductions in the taxes/ownership entlements as a result of the ownership/ production changes, rather than an outright dispute that they shouldn't be applied at all.
