If you think this is some grand strategy that CE is playing out, then think again. This a very bad deal no matter which way you look at it; a deal done out of desperation based on blowing the capital on these stupid acquisitions to continue exploring when they should have been focusing on actually developing the deposits. First develop the deposits and get the commercial mine up and running, then look for the organic and regional growth.
