The funny thing is Giose, Manchin is probably right. It might be illegal. But he is wrong in saying it has been negatively impacted by the illegal implementation of the law to restore the goal of domestic opportunity and security. Without it, the whole thing falls over for the next 2 yrs and it will have impacts beyond like lower EV sales in the future. Emission targets not being met etc
