They do sit when there is a gap of more than 1 cent.
Then they will get filled ( pushed up ) when somebody else tries to get in front of that bid
They sit at the lower level because sometimes the sellers will drop their price then often the price ends up in the middle
I often use at market buys or sells and am familiar with this
