As I said the NBN is forcing people to upscale their connections through pricing.
The lower speeds are being increased regularly by far more than 100 mps which is basically the fastest offered in most areas.

The other thing that is a joke is the actual speed delivered.
On a 25mps you generally get 22mps maximum speed but on the same line with the same provider on a 50 mps the speed never falls below say 40mps.
How is the possible?
Because of how the service is provided & restricted.
If you never go below 40mps on a 50mps plan you should always get 25mps on a 25mps plan.

I regularly test my (25 mps) connection & I've never seen it go above 23mps.
