On a 25mps you generally get 22mps maximum speed but on the same line with the same provider on a 50 mps the speed never falls below say 40mps.
How is the possible?
Because of how the service is provided & restricted.
If you never go below 40mps on a 50mps plan you should always get 25mps on a 25mps plan.

I regularly test my (25 mps) connection & I've never seen it go above 23mps.

You can usually check the line rate of your modem.
It's always going to be the maximum you can get, and depends on line conditions.
