As it's been stated: Hamas rulers were charitably paid to maintain Gaza's infrastructure, allow it to pay its civil servants and provide aid to impoverished families. Israel did so in exchange for Hamas ensuring calm and as part of efforts to reach a long-term ceasefire with the terror group. Hamas became too opportunistic and backstabbed Israel of its goodwill.
