Rocket is 100% right on this. E25 is failing to take advantage in the short term - I can see NO reason why the mine shouldnt be restarted asap, this would also help with funding for the ramp up of operations to 1.1mt that it will remain viable even when the price comes down. It will also provide some cash buffer for the US operations as well.
