I found the same article you posted above and noticed the two sections I've added just below which throw a little more light on the issue.
The way I read it, the minimum five-star rating only applies to 'new' data centre facilities, whereas existing data centres must obtain the minimum rating.
I am no expert in NABERS requirements for data centres, but it is certainly a good question for the CDC board regarding the costs required (if any) to meet the NABERS minimum rating across all their existing data centres, and whether they've factored the NABERS five-star requirements into their CAPEX budgets for their new data centres. I'd like to hope that the government had consulted with CDC prior to, or during these requirements being written up since they are a key client of CDC's.
