My guess is that there is a 3rd party involved and they don't want them to know how much the government is willing to tip in while the deal is still being negotiated.
It does lead me to speculate further, given the mine site construction is already fully funded, that there is a 3 way deal being worked on for the PSG plant. Also i did think it a bit odd at the time, the press release last month about the $185m, made the point about 5 times that the funding was for just the mine site, yet all other releases about the $185m, i don't recall it being specified.
