I'd say they'd be applying for funding for the phase 4 production line. Probably a while off starting construction on it but they'd be well down the path of Design. Lets hope they have some supply agreements/sales to customers before they start looking to raise capital to build it, be nice to see shareprice back near IPO before the CR. Catch 22 is they need the phase 4 line to delivery on the sales agreements.
