it's not only the inflation that pushed the budget overboard. if that was the case they would have come out clean and report it. the fact they pretend all is fine and not releasing any update if the project is on track says it all.
but yes, that is my view too - they think they can complete the project with the current funding.
now they have to find more resources to enhance the metrics.
