I spent my first two years after Uni as a PS bludger, am embarassed to say I spent most of my time following the racing form - horses and dogs (even had an interest in a champion dog) - long, long lunches and weekends that would start on Thursday (the **ba Dogs). Great times and I had plenty of PS mates, similarly inclined. But that was a century ago. I'm not sure things have changed that much, perhaps no dogs or horses.

The Ministerial signature will happen when the Bureaucrats get around to it and don't you dare try and hurry them, the folder will go to the bottom of the pile.

That is true when there was appeal and bureaucrats has to prepare report and recommendation but in this case there is no appeal so there is nothing bureaucrats needs to do apart from stating no appeal lodged and hence approved with same condition already provided in stage 4 submission.
