That matches my interpretation of Scott's statements. The document may require signing by the minister of energy and minister of finance as well but if so it sounds like they're already up to speed.

This has been mentioned elsewhere on HotCopper but the new CEO of the sovereign wealth fund took office on May 1st. I think a month to become familiar with the document is reasonable; we are at just over two weeks atm. Personally, I'm not worried atm but will start to get worried toward the end of the month if we haven't heard anything and become very worried by mid July. I'm of the opinion that the company should do no further seismic, drilling, or flow testing until it is signed.
