Russia has nuclear missiles in their enclave of Kaliningrad and Russia recently proliferated nuclear missiles to Belarus without any reaction from Nato nor the US.
In fact, the US was instrumental in REMOVING nuclear weapons from Ukraine with a direct beneficiary being Russia.
Thus your argument is completely mute and immaterial as exactly what you said would not be allowed has just happened with no reaction.
What happened in 1962 is a completely different world and the US did not invade Cuba to remove those nuclear missiles, the situation was handled with diplomacy. Something Putin could have pursued, except he chose war and the massive strategic failure that it has turned out to be.
