confusion

Having read a lot of the articles that have appeared about TATA Steel and the "new process" that they are developing with the "Specific", it seems to me that Tata and Dyesol are playing down the fact that they are closer to production than is generally thought. There have been a few mentions of the fact that a line is being set up to manufacture the product but no great fanfare,
Has anybody got any insight why this might be so??
