I guess what we don't know is whether receipt of the deposit is dependent on sign-off/approval of the contract. You'd imagine it would be. Most contracts are - finalise terms and conditions, agree to complete, binding contract, pay the deposit. So just wonder whether we're on island time....
Either way, I don't think it's something Lee can pre-empt. The PNG government/caucus has to go through due process and he can't interfere or try to influence that in any way. That said, if the deposit IS payable on ratification of the contract by the government, then it follows that the 90 days applies equally to ratification and receipt of deposit.
Thus, if it is going to be delayed, I would expect to hear, so update sooner rather than later.
