4G/5G/6G isn’t designed as a military data link, it’s made for cellular devices. Those countries you listed all have extremely dense population centres, hence they need the extra bandwidth those higher frequency bands provide. Even if they develop some wonder technology they need to share it anyway for everyone to develop devices and documentation on how to use it or else no one will use it. Those countries are also major phone/Pc/tablet manufacturers so it’s in their interest to make a new gimmick standard to boost the sale of their devices.
