Addresses all the relevant points as they impact or interfere.
I feel i might pen something myself. It wont copy your fine email but there's a possibility it might add a little impetus...any and all must only help..
As you allude it will be interesting to see if he takes up the challenge.... i.e to investigate, to prod.... to spotlight.
