I have no idea if GM for KAL is at fault Toly met him and said he was wonderful, for what that is worth. He has only been there a couple of years. Project design and most construction done long before then. If the CEO needs a sacrificial lamb any one SR. will do. JMO the real problem is the entire executive staff. Not one has any large construction experience. It takes experience to see problems with cost and time. It all looks great to people with no experience because the people presenting it do truly believe what they are presenting. AL seems to take this responsibility on personally. Texas may be under budget because of USG grants but all the rest are over. Texas may go way over what US allotted we will have to see who foots the overage. it was originally due to be complete late 2022. Now even ground breaking has slipped 9 months and has not started yet.
