Not sure about that. In my years of erxperience in dealing with oil/gas and mining sector, you did things their way or it was the highway, so to speak. That said, they always paid for the software and/or equipment which was explicitly written into the contract. I think Defence will be very similar. Defence doesn't react well when they are told they can't do something or as a contractor you won't adopt their system/process.
