If they were to drill a new well, why not directional drill straight to the sweet spot from this "other" location and get it near horizontal in the reservoir...why another ST off a new well?
For much less spend (something which should please you), a ST out of the 9-5/8" casing from the existing well (as per Oilman's suggestion) would accomplish the same thing, provided the 9-5/8" cement job had integrity (which could be tested).
