In defence, specific software is not always written into contracts. This is likely due to different Primes touting their own software packages. Thales uses this while BAE uses that, and they rarely want to or do use the other's preference. In fact they will go out of their way to not. I have seen this. Re. defence not reacting well to not getting their way. They regularly do no not get their own way, and in most cases it is the tail wagging the dog. For context, I speak only from my dealings with the RAN and the major Primes servicing maintenance contracts.
