The article above is rather interesting. It includes information from the feasibility study prepared in 1983, including the capex required to build a 2mtpa and 4mtpa wash plant on the original hinton project.
Apparently the author of the article performed DD on the project for one of his clients prior to XEN acquiring the project. He estimates that a 2mtpa plant would now (2008) cost $200m, and that an 8mtpa plant would cost $449m, demonstrating significant economies of scale for an expanded large scale project.
Interesting read to kill some time before TSX listing.
