I'm guessing that within the absolute limit of that which is allowable by law before having to declare "control", alliances are being built to either make the deal go through smoothly or, create a blocking stake with the potential for an alternative consortium bid.
Trying to remember. If MUFG was advising anyone either in the SKIP or the JPower bids.
