I imagine that Gle, Centru and Urenco, at this stage, amongst other things, would want an assured buyer of leu at a pretetermined price. Although, given that these enrichment plants aren't built yet, without an absolute obligation to deliver on time.
It wouldnt work with a direct utility buyer, maybe thats why they need that us gov funding as a buffer.
