Gillard set the plan in motion then Rudd took over and then did nothing but it sure gave Abbott a chance to make a show of how screwed such a program could become.

you certainly have a one-eyed view on matters political. You read the article by Charlton yet you persist in blaming LNP. The truth is that the LNP tried to make it work, spent a fortune on it but they failed to overcome Labor's botched plan.
