Tents tend to get moved on quickly, depending on the Council are they are in, Motor vehicles are harder to "move on" and lets face it people need to be able to sleep somewhere.

I was staying in the east of the city on Adelaide
Terrace and wandered down to the Swan River
and there were a few tents in the parklands
there. A couple were tucked in just behind the
bowling club there.
