i have minimal knowledge on the subject but i think is a facility to sell shares at the market whenever pll chooses , its a funding facility to raise money when and if they choose , i believe sya had this facility in place but never used it , so not sure if they plan to use it now or incase they want it in place for the future, just my initial thoughts maybe someone can better clarify it
