Shelly, it is better Andrew is not relying on KfW. He should reference KfW but put his own request in the drop box as soon as possible. These requests need detailed and careful preparation of the forms and deadlines to comply with regulations. Some special companies in Europe with tax advisors, lawyers, and notaries are specialized to submit these applications in the correct form and within the deadline. Despite these companies are not cheap for their help it will pay off because you save some loops and avoid delay and extra paperwork.
I hope that Andrew at least has all facts together where he wants to build the factory, how he will feed it, whom to sell the purified graphite and what are the cost that should be financed. He was traveling long enough through Europe to find the place and prepare the factsheets.
