It's positions which have been publicly disclosed - see the source column - e.g. EXCH for Tali is from the Change in Substantial Holding notice issued on 29/1/24, similarly Regal. ETFs, e.g. Copper Miners, generally disclose daily holdings (see @Dabbler009's post) and are required to at least disclose quarterly holdings, along with mutual funds, e.g. Weiss, on form N-Q. I'm sure there are plenty of retail holders, including HotCopper denizens, who fall somewhere inside the range of publicly disclosed positions - note that the tallied publicly disclosed positions sum to ~60% of shares outstanding.
