What they aren't saying, they have lost the military and economic industrial war against Russia. They have been brutally beaten in terms of industry. Outsourcing has backfired on the West, and they are trying to address these shortfalls with the changes mentioned. I note that NATO and military ambassadors are present as witnesses in the document you posted. In artillery alone, Russia outproduces the entire collective West by at least 3 times. The new Russian defense minister Andrei Belousov is an industrial economic planner from Soviet times. Modern warfare is primarily logistics. The West are playing catchup, and losing badly.
