He came up with a peace proposal based on NATO free Ukraine early in the war as his dream of capturing Kiev fell apart but as the war progressed and Russians captured territory, he kept adding more into it. Putin bluntly rejected initial deal presented to him by Russian envoy saying that it did not go far enough.
