Absolutely. Someone took a chance and made a bet with themselves to hopefully benefit from a likely CR.
Does anyone seriously think that EC and DR would involve themselves in illegality? Come on, get a grip. Your annoyance at the terms of the CR has resulted in some wild imaginings.
Time to take stock and accept the current situation for what it is.
