And looking at the evidence, I think it will be won by China, which is very positive for PLS, as that means PLS won't have any problem selling its ever increasing output.

Cullen Hendrix writes in BARRON's on May 16, 2024:

The U.S. has implemented export controls, outbound investment screening, and partnered with Japan and the Netherlands to slow China’s access to leading-edge semiconductor technologies used in artificial intelligence and advanced weapons systems. In response, China initially imposed export controls on gallium and germanium in October 2023, two critical inputs for semiconductors and renewable energy. China dominates production and refinement of both. But it appears to have been the subsequent graphite restrictions, in concert with the IRA architects’ overly optimistic timeline for developing alternative sources of supply, that drew blood. The weaponization of semiconductor supply chains, however necessary for U.S. national security, has now resulted in the reciprocal weaponization of clean energy."
