The Arbitration Notice has nothing to do with the Settlement Agreement, quite simply put;
You negotiate with the neighbour on the left boundary to replace your existing fence, we both agree and settle for 50% contribution to the cost each, the neighbour of the right boundary wants me to repay some more to the cost of the fence we built 1 year ago as it was a 60% / 40% agreement based on he was willing to pay extra to get the fence material of his choice.
Because this neighbour is making a claim through the small claims tribunal, doesn't stop the fence build with the left neighbour .
