I remember raising this at the time as I was absolutely convinced that unless a time limit was stipulated there would be nothing to prevent the powers that be from abusing it, just like the previous govt did.
I can't remember what the reason was why this wasn't or couldn't be done. Maybe @Justadabble will be able to provide some more light on this.
