The answer to counter your suggestion is - They are The Government and there is a Court Order. You can not ignore the court order and there will come a point in time where (imo) you will be able to ask the courts to intervene. The Government - unlike a normal person has duties that it must adhere to. One of those is fairness in their dealings - ie NO bias!!.... they are showing total bias if they are willfully ignoring the decision for PEP11. I think 16 months to make a decision on the SAME APPLICATION is biased.
PEP11 has to get off its backside and as i said before - rattle the cage.
