"completion of a significant contractual milestone." is possibly achievement of a stage toward supply.
but not likely to be commissioning of the plant ahead of time, though it is likely that they've got this done....
have they produced a spec amount of Titanium powder. or maybe even the C103 niobium. this might be the "step".
