Is the Timor gas project a convenient way for the govt to be able to legitimately shoot PEP-11 in the foot? To claim that it's within the "national interest" to stop China from getting too cosey with Timor. And after that, say that they can't afford to "fund" another gas project.
I know it stinks, but I'm just raising this as a possibility, given the delay tactics employed thus far would suggest they've been looking for a way to get out of this "Scott" free.
