I doubt if they can issue over the eligible allotment. I too applied for significantly more than my eligibility. It only means that approx 38% of eligibility were taken, the arrangement was that GBA is going to take/keep/share the remaining. In any case, the options will be gone in full. I am wondering if they will scale and give us more than our allotment.
